Senator Win Gatchalian has assured the public that no massive brownouts would happen this summer following the Temporary Restraining Order (TRO) recently issued by the Court of Appeals (CA) against the suspension of four commissioners of the Energy Regulatory Commission (ERC).

Senator Win Gatchalian commended the Energy Regulatory Commission (ERC) for lowering the cap on the allowable rate of system losses that can be passed-on to consumers in their monthly electricity bills.

The Senate has approved on third and final reading a measure which will reduce the amount of system loss charges passed on by electricity distribution utilities to consumers in their monthly electric bills.

Senator Win Gatchalian on Monday hailed the Senate’s approval on third and final reading of a measure institutionalizing a framework to advance energy efficiency and conservation practices in the country, aiming to make the national energy supply more sustainable, stable, and affordable. 

Senator Win Gatchalian is pushing for the passage of Senate Bill No. 1653, otherwise known as the Electricity Procurement Act of 2018 – a measure which proposes the implementation of a competitive, transparent, and uniform electricity procurement process that is poised to save consumers as much as P13 billion annually in electricity charges.

The Senate has concluded its mediation of the dispute between the National Electrification Administration (NEA) and the Bukidnon Second Electric Cooperative (BUSECO) concerning the former's supervisory and disciplinary powers over the latter.

Senator Win Gatchalian, chair of the Senate Committee on Energy, is studying measures to institutionalize effective mechanisms to monitor the levels of supply of petroleum products, including the imposition of stricter penalties for late and incorrect inventory submissions of oil companies, as well as for the negligence on the part of government agencies to monitor price movements.

The Senate Energy Committee is mobilizing to prevent premature increases in electricity and fuel prices as a result of the new excise tax rates imposed by RA 10963, the Tax Reform for Acceleration and Inclusion (TRAIN) Act.

Senator Win Gatchalian is calling for a full-scale Senate investigation into billions of pesos worth of anomalous disbursements of Malampaya funds under the past two administrations.
